Lindsay is a Co-Founder and Partner of Turing Strategies. Lindsay has a wide variety of government relations experience in both legislative and executive roles, and is no stranger to the intricacies of State and local governments. Most recently, she served as the Executive Director of the Office of Governmental Relations for the University of Illinois System, where she coordinated and managed governmental relations activities and strategies across three universities and a healthcare enterprise with a combined $5.6 billion operating budget at the local, state, and federal level. At U of I, she played a key role in resolving the State’s two year budget impasse and in delivering key procurement reforms to higher education. Lindsay was Governor Quinn’s legislative director during some of the most complex legislative fights in recent years, including the 2011 income tax increase and the repeal of the death penalty

Lindsay also has bipartisan experience in State government. She was appointed by Governor Quinn to head the State University Retirement System of Illinois and the Illinois Board of Higher Education, two entities responsible for billions of dollars each year. She stayed on in those positions during the Rauner administration until 2016. At SURS, she oversaw a cost-sharing, multiple employer public employee retirement system serving over 57,000 beneficiaries and 163,000 active and deferred employees of Illinois Higher Education and Community College system that provides annuities to more than 200,000 members, faculty and nonacademic employees of state universities and colleges, community colleges, scientific surveys, and other related agencies. At IBHE, she was responsible for planning and coordinating Illinois systems of higher education and recommending a budget of two billion dollars in fiscal year 2014 for higher education operations and grants.

 Lindsay was appointed by the Governor to Chair a statewide task force created by statute to conduct a thorough review of and make recommendations to the Governor and General Assembly regarding implementation of campaign finance reform legislation in Illinois from 2010-2015. 

Lindsay served on JB Pritzker’s Transition Committee. She also served as assistant counsel in the office of House Speaker Michael Madigan and worked in the Intergovernmental Affairs office of Chicago Mayor Richard M. Daley, where she worked on both City Council and Springfield teams.
